A representative of the State Maritime and Port Agency (SMPA) represented Azerbaijan at the 113th session of the Legal Committee of the International Maritime Organization (IMO), held in London.

Nishat Rahimov, Head of the Legislative Drafting Division of the Agency’s Legal Department, participated in the event.

During the session, discussions were held on facilitating the entry into force and harmonized interpretation of the 2010 Protocol on Hazardous and Noxious Substances, as well as on rules related to the implementation of IMO instruments.

Measures aimed at preventing unlawful practices related to ship identity fraud and fraudulent ship registries, along with international regulations and best practices concerning ship registration, were also reviewed.

The participants additionally exchanged views on IMO liability and compensation regimes related to alternative fuel sources, the regulation of Maritime Autonomous Surface Ships (MASS), piracy and armed robbery against ships, and measures aimed at preventing threats at sea.

During the session, it was announced that a new module on the sale and purchase of ships would be introduced into the Global Integrated Shipping Information System (GISIS). IMO Member States were also encouraged to accede to the newly entered-into-force Convention on the Sale of Ships and to ensure the submission of relevant information to the IMO through the GISIS platform.

Discussions were also held with representatives of IMO Member States participating in the Legal Committee on issues of mutual interest.
