On 7 September 2026, the Baku Stock Exchange held a session “Carbon Market Discussion: Unlocking Climate Finance through Carbon Markets” at Baku Climate Action Week.
The session focused on global trends in carbon markets, their role in climate finance, and the opportunities for developing a carbon market ecosystem in Azerbaijan.
Moderated by Emin Aliyev, Senior Economist at the Baku Stock Exchange, the session brought together the speakers including Ali Ahmadzada, Economist at the Financial Sector Sustainable Development Department of the Central Bank of the Republic of Azerbaijan; Mahammad Aliyev, ESG Data Management and Sustainability Business Partner at AZAL; Elnur Mustafayev, Owner and Director of Process Engineering; Rza Naghiyev, Director of Investments and Project Development at SOCAR Green; Samra Talishinskaya-Abbasova, Sustainability Manager at Unibank; and Aygun Hasanova, Green Finance Product Owner at the Baku Stock Exchange.
The session covered global trends and recent developments in carbon markets, the differences between compliance and voluntary carbon markets, as well as mechanisms for the generation, certification, trading and retirement of carbon credits.
The discussions also addressed the role of exchanges, financial institutions and other market infrastructure providers in the development of carbon markets, the institutional and regulatory conditions required to establish carbon markets in Azerbaijan, as well as opportunities for cooperation between the public and private sectors in this area.
Bringing together representatives from different sectors, the event provided a platform for the exchange of views and experiences on the development prospects of carbon markets in Azerbaijan and opportunities to expand climate finance.
