A new loan product has been introduced for entrepreneurs operating in the liberated territories.
The Azerbaijan Business Development Fund (ABDF), operating under the Ministry of Economy, is introducing a new “Loan for the Liberated Territories” product to expand access to financial resources for entrepreneurs operating in the liberated territories.
Under this loan product, entrepreneurs will be able to obtain loans ranging from AZN 10,000 to AZN 10 million, with a maturity of up to 120 months and an annual interest rate of up to 5%. Entrepreneurs may also benefit from a grace period for repayment of the principal amount for up to half of the loan term. This provision will help reduce the financial burden on entrepreneurs during the initial stages of project implementation.
Loan proceeds may be used to purchase equipment, technologies and vehicles for business operations. In addition, up to 50% of the loan amount may be allocated to construction and renovation costs. For loans exceeding AZN 500,000, entrepreneurs are required to finance at least 20% of the total project cost from their own funds.
The main financing priorities under this loan product include activities in the non-oil and gas industry, green taxonomy, strategic agriculture, logistics and supply chain infrastructure. Financing will also be available for projects in fisheries and aquaculture, digital development and ICT, freight transportation and storage, public passenger transport, tourism and accommodation infrastructure, healthcare, education and social services, as well as services supporting manufacturing and agriculture.
The ABDF provides comprehensive financial support to entrepreneurs with the aim of developing entrepreneurship, increasing economic activity and fostering the establishment of new businesses in the liberated territories. The new loan product is another component of this support.
The ABDF is one of the key government institutions providing financial support to the country's business environment through preferential loans, state guarantees and interest rate subsidies, as well as investments. The Fund's activities are aimed at promoting the development of Azerbaijan's non-oil and gas sector, supporting import-substitution and export-oriented projects, and strengthening the competitiveness of local businesses. The institution also plays an important role in expanding access to finance, encouraging private sector investment and attracting foreign direct investment into the country.
