The State Maritime and Port Agency (SMPA) has taken an important step toward digitalization in the issuance of seafarer documents. Seafarers will now receive certificates (diplomas), special training endorsements, recognition certificates, and concession permits in a new format equipped with QR codes.

Through the integrated database system, the authenticity of seafarers’ educational documents, their photographs, entry–exit information from the State Border Service, as well as other identifying and functional data are automatically verified. As a result, relevant authorities no longer require the submission of additional documents. This not only shortens the processing time for applications but also enhances the accuracy and security of data exchange.

The newly introduced digital system ensures the swift, transparent, and real-time verification of seafarer documents. This approach significantly reduces the risk of fraud while also minimizing administrative burdens.

The International Maritime Organization (IMO) has been actively promoting key initiatives in the field of digitalization aimed at reducing the administrative load for seafarers and shipping companies, as well as improving mechanisms for the implementation and recognition of electronic certificates.

Provisions related to this direction are reflected in the amendments to the STCW Convention and other international legal instruments. These changes support the digitalization and international recognition of seafarer certificates, ensuring the adoption of a modern approach aligned with global digitalization trends.

Joining this international endeavor, SMPA is implementing targeted measures for the digitalization and electronic identification of seafarer documents. Organizational and legal preparations are currently underway for the full digitalization of seafarer documentation.

The introduction of the new system will contribute to the establishment of a reliable, modern, and internationally compliant management model within Azerbaijan’s maritime sector.
