On December 9, 2025, the Cabinet of Ministers approved the “Regulation on the Implementation of the Evaluation of the Organization and Provision of Electronic Services, as well as the Organization and Functioning of State Information Resources and Systems”. The Regulation establishes a unified framework for assessing the quality, security, and efficiency of state information systems and resources, as well as electronic services provided by government agencies.

The evaluation process will be conducted annually and will include stages such as application, processing, and results delivery. It will be based on key criteria, including accessibility, data management, integration, and security. Results will be calculated using a five-star rating system, and each evaluated organization will receive a detailed report outlining its current status and areas for improvement. The evaluation will be carried out by the Ministry of Digital Development and Transport (MDDT).

According to the Regulation, tests will be conducted to assess the functionality and user-friendliness of electronic services. User feedback will be collected, on-site inspections will be carried out, and the accuracy and accessibility of information will be verified. Government agencies are required to provide the necessary information for the evaluation and take appropriate measures to address any identified deficiencies.

The consolidated annual evaluation report will be submitted to the President of the Republic of Azerbaijan by March 1 of the following year, and the results will be published on official online platforms.

The implementation of the new Regulation is expected to enhance the quality of digital services, ensure the reliability and resilience of state information systems, and further advance digital government standards.
