On December 9, 2025, an event dedicated to the topic “Capital Markets and IPOs” was held within the framework of the “Business Talks” platform. The event was organized by PASHA Holding with the partnership support of Deloitte Azerbaijan.
The program featured two main sessions: a government perspective on capital markets, and insights and expectations from the corporate sector.
Speaking at the session titled “Government Perspective on Capital Markets,” the Chairman of the Central Bank, Taleh Kazimov, shared his views on the current state of Azerbaijan’s capital market, key challenges, and priorities for the coming years. In addition, he highlighted recent reforms in the money market, efforts to align capital market legislation with international best practices, and ongoing work to improve the IPO process.
During the second session, “Corporate Sector Insights and Expectations,” CEO of the Baku Stock Exchange, Ruslan Khalilov, spoke about the readiness of the Exchange’s trading platform, the capital markets ecosystem, listing mechanisms, as well as Azerbaijan’s participation in Tabadul, an international trading platform.
“Business Talks by PASHA Holding” is a series of online and offline events dedicated to discussing major trends, challenges, and strategic approaches shaping the modern business landscape. The main objective of the initiative is to promote professional dialogue between the public and private sectors, thereby contributing to economic development.
