On December 10, 2025, the Baku Stock Exchange (BSE) and the the Studying of Economic Resources (SER) has been signed a “Memorandum of Understanding (MOU) and Cooperation” aimed at supporting the development of Islamic finance and halal investment instruments in Azerbaijan.

The MOU was signed by Ruslan Khalilov, CEO of the Baku Stock Exchange, and Ruslan Atakishiyev, Chairman of the Management Board of the Studying of Economic Resources (SER). The signing ceremony was attended by representatives of both institutions, who agreed to cooperate on joint initiatives in the fields of Islamic finance and capital market research.

Within the scope of cooperation, the parties plan to implement training programs on Islamic finance, awareness-raising sessions for SMEs, research on the local market, the creation of a “Halal Listing” segment, and measures to expand access for Azerbaijani issuers to foreign Islamic finance markets.

The parties also intend to organize joint seminars, panel discussions, and the preparation of analytical materials to enhance public awareness of Islamic finance.

The MOU covers the years 2025–2027 and may be extended upon mutual agreement of the parties.
