On December 18–19, 2025, Samir Mammadov, Deputy Minister of Digital Development and Transport of the Republic of Azerbaijan, and Elmir Velizadeh, Sector Head of the Department for Work and Communication with Non-Governmental Organizations at the Presidential Administration of the Republic of Azerbaijan, participated in the “FORCE Original Power Conference – Winter”, organized by ByteDance through its Volcano Engine platform, held in Shanghai, People’s Republic of China.
Within the framework of the conference, discussions focused on the impact of agent-based Artificial Intelligence (AI) approaches for industry and business, the application of AI solutions in real sectors, as well as updates on large language models and the agent development ecosystem. The event also featured presentations on the upgrades to the “Doubao” model line and improvements in agent development tools.
As part of the visit, a business meeting was held with Yongliang Zhang, General Manager of BytePlus. During the meeting, the prospects for cooperation between the Republic of Azerbaijan and ByteDance/BytePlus were discussed, including the implementation of AI solutions offered by BytePlus in Azerbaijan, the establishment of a data center in the country, and joint investment and partnership opportunities in the AI sector.
As a continuation of the collaboration, the parties agreed to establish a joint working group to strengthen coordination. The primary objectives of the working group will be to identify priority areas, assess potential joint projects, and develop a practical roadmap for cooperation.
