In the International Transport Forum (ITF) report titled “Vision-Led Transport Planning: A guide for policymakers,” the transport sector reforms implemented by Azerbaijan have been highlighted as a positive example of best practice.

The report emphasizes that modern transport planning should not be limited solely to infrastructure projects but must be based on a long-term strategic vision. Within this approach, countries are encouraged to strengthen institutional coordination, improve financial mechanisms, and adopt data-driven decision-making in order to make transport systems more sustainable, accessible, and efficient.

In the “Planning Tools” section of the report, particular attention is given to the Transport Coordination Council, established in 2023 by the relevant Decree of the President of the Republic of Azerbaijan. It is noted that the Council ensures coordinated cooperation among various government bodies.

At the same time, in the section on “Practical Examples of Resource Mobilization and Coordination,” another initiative of Azerbaijan—the Public Transport Targeted Budget Fund—is presented as a successful financing model. Established in 2025, this fund aims to ensure the sustainability, quality, and safety of public transport services.

The approaches highlighted demonstrate that Azerbaijan’s consistent policy efforts to improve governance in the transport sector, strengthen financial sustainability, and apply systematic planning principles have been internationally recognized. This success once again confirms the importance of the steps taken by the country toward building a more sustainable, integrated, and future-oriented transport system.
