On June 19, 2026, the AmCham Human Resources and Labor Committee organized a meeting dedicated to recent developments within the Labor and Employment Subsystem (EMAS) and the “DOST Inspector” project. 

The event brought together nearly 180 participants, including representatives of the State Labor Inspectorate Service under the Ministry of Labor and Social Protection of Population, the National Observatory on Labor Market and Social Protection Affairs, AmCham Azerbaijan member companies, and private sector professionals.

The session was moderated by Mr. Parviz Tahirov, Chairperson of the AmCham Human Resources and Labor Committee, who highlighted the importance of collaboration between the public and private sectors in advancing labor relations and supporting the digitalization of employment processes.

During the meeting, Ms. Narmin Mirzayeva, Deputy Head of the State Labor Inspectorate Service, presented recent developments in the digitalization of labor relations, noting that 97 percent of employment contracts are now concluded electronically. She also provided updates on recent legislative amendments, the “DOST Inspector” and “Model Enterprise” projects, and occupational health and safety initiatives.

Particular attention was given to the “DOST Inspector” project, which supports enterprises in ensuring compliance with labor legislation, occupational safety requirements, human resources management standards, and EMAS implementation. Participants were informed that assessments have been conducted in 30 enterprises employing nearly 8,000 individuals, resulting in the identification of more than 500 compliance-related issues and the implementation of corrective measures.

Ms. Aynura Taghiyeva, Deputy Head of the Department for the Digitalization of Labor Relations at the State Labor Inspectorate Service, delivered a presentation on recent enhancements introduced within EMAS, including proposals submitted by the AmCham Human Resources and Labor Committee. She also provided insights into electronic HR administration, system integration capabilities, and reporting mechanisms.

The meeting also featured a presentation by Mr. Ali Mahmudov, Head of the Training Organization and Project Management Department at the National Observatory on Labor Market and Social Protection Affairs, who outlined the objectives, implementation mechanisms, and key outcomes of the “DOST Inspector” project.

The event concluded with an interactive Q&A session featuring Ms. Gunel Bakhshiyeva, Head of the Occupational Safety Supervision Department, and Mr. Mehman Abdullayev, Deputy Head of the Department for State Supervision of Compliance with Labor Legislation. Participants discussed practical aspects of EMAS implementation, labor legislation compliance, and opportunities for further system improvements.
