Memorandum of Understanding Signed Between SOCAR and China’s CNOOC

On 1 September 2026, SOCAR President Rovshan Najaf met with a delegation led by Zhang Chuanjiang, Chairman of China National Offshore Oil Corporation (CNOOC).

During the meeting, the parties reviewed opportunities for cooperation in offshore oil and gas exploration, development and production, investment opportunities in oil refining and petrochemicals, cooperation opportunities in international trade, the application of new technologies, and enhancing operational efficiency.

Within the framework of the meeting, a Memorandum of Understanding was signed between SOCAR and CNOOC.

The document envisages the implementation of joint upstream projects in Azerbaijan and other countries, as well as the expansion of cooperation in the oil and gas sector in the areas of technical services, supply of equipment and technologies, engineering, operations and technical support.
