A significant step has been taken in Azerbaijan toward the digitalization of international trade operations. In accordance with a relevant Decree of the President of the Republic of Azerbaijan, the Ministry of Digital Development and Transport (MDDT), in cooperation with other institutions, is establishing a Digital Logistics Platform (DLP). The platform is designed to digitalize processes related to international cargo transportation, enable real-time data integration between foreign trade participants and relevant state authorities, and enhance the country’s competitiveness in the logistics sector.
The DLP is an innovative solution designed to function as a one-stop shop for managing import, export, and transit operations. The information system aims to simplify procedures by eliminating fragmented and inefficient paper-based processes in foreign economic activities. It enables digital information exchange and seamless integration between foreign trade participants and relevant government authorities, while ensuring that all processes are accessible to stakeholders and can be centrally managed through a single platform.
In the context of foreign economic activities, obtaining documents for import, export, and transit operations often requires submitting separate applications to multiple authorities. This results in prolonged electronic and physical procedures, time delays, and repeated submission of the same information. Consequently, the development of a transport and logistics platform has become an urgent necessity. The platform operates on a simplified, user-oriented “single-window” principle, clearly defines the responsibilities of each authority, ensures the uninterrupted movement of goods and transport services, aligns border-crossing and transport procedures with international standards, and enables the measurement of both the quality and speed of service execution.
The DLP information system, to be developed to address these challenges, is designed to increase transparency and streamline operations in the transport and logistics sector. It seeks to enhance the efficiency, responsiveness, and predictability of activities through smart management of cargo flows, end-to-end shipment tracking, and optimization of transportation times. The system will digitize related processes and document exchanges, enable relevant government authorities to monitor import, export, and transit operations, and support the processing and analysis of statistical data.
The platform consists of four main modules:
▪ The Trade Guide module provides entities engaged in foreign economic activities with step-by-step guidance on the requirements and procedures of relevant state authorities. Based on the selected type of transportation and operation (import, export, or transit), it offers detailed information on required documents and responsible institutions.
▪ The Trade Services module enables users to obtain all necessary documents for foreign economic activities through a single electronic application.
▪ The Booking module serves as a bridge between cargo owners and carriers, facilitating partnerships based on posted listings and suitable offers.
▪ The Accountability module generates detailed analytical reports based on users’ operations, supporting data-driven decision-making and providing flexible reporting capabilities for government authorities.
The Trade Guide, one of the platform’s main modules, is now ready for use. It provides entities engaged in foreign economic activities with detailed information, including service fees, execution times, and other relevant details during product searches. Users can also filter results based on the type of transportation and operation (import, export, or transit).
The platform is set to launch the ‘Trade Services’ module in the coming months. This module will enable users to obtain permits, licenses, and other necessary documents for foreign economic activities directly through the platform.
The DLP represents one of the region’s pioneering steps in the digitization of logistics services and will further strengthen Azerbaijan’s position as an international transportation hub. This initiative marks the next significant milestone in the country’s ongoing digital transformation.
