As part of the WTDC-25 held in Baku, Azerbaijan’s Information and Communication Technologies Agency (ICTA), the country’s regulatory authority for telecommunications and postal services, held a working meeting with ANCOM, Romania’s National Regulatory Authority for Communications.

The meeting was attended by ICTA Chairman of the Board Nail Mardanov and ANCOM President Valeriu Zgonea, along with their respective delegations. The discussions primarily focused on the cooperation previously established between the Azerbaijani and Romanian regulatory authorities, the steps taken in this regard, and plans for the future. Attention was given to common priorities, including enhancing service quality, managing the radio spectrum, protecting consumer rights, advancing digital transformation, and regulating innovative solutions.

The discussions highlighted the need to regulate and manage new technologies against the backdrop of the rapid development of information and communication technologies. Participants emphasized the challenges encountered in the learning process within this field, as well as the importance of exchanging knowledge and experience to overcome these challenges and accelerate progress. ANCOM is recognized as one of the leading authorities with advanced practices, successfully integrated into the European regulatory framework. Meanwhile, ICTA’s recent initiatives—such as data-driven monitoring analyses and expanded collaboration through intelligent platforms—have attracted the interest of regulatory authorities in various countries.

It was also noted that there is a need to take further steps to expand the exchange of experience between the regulatory authorities of both countries and to enhance their cooperation within international organizations.

At the conclusion of the discussions, a Memorandum of Understanding (MoU) was signed between the two authorities.

The Memorandum envisages further expanding the mutual exchange of experience and knowledge between the authorities, as well as implementing joint projects and training programs.
