A High-Level Dialogue for LDCs, LLDCs, and SIDS was held in Baku as part of the World Telecommunication Development Conference (WTDC-25). During the event, Nail Mardanov, Chairman of the Board of the Information and Communication Technologies Agency (ICTA) under the Ministry of Digital Development and Transport, highlighted Azerbaijan’s achievements and key priorities in the field of digital transformation.
It was emphasized that digitalization has become a key pillar of the national development strategy. The country has made large-scale investments in high-speed broadband internet, comprehensive fixed and mobile network coverage, and modern digital platforms. As a result, connectivity is now accessible to everyone. Even in remote areas that are less attractive for private investment, households, schools, and small businesses can now participate in the digital economy.
It was highlighted that the Trans-Caspian Fiber-Optic Project has strengthened Azerbaijan’s role as a digital bridge between Europe and Asia, while also creating new opportunities for countries across the region.
Highlighting the growing global risks in cybersecurity, Nail Mardanov noted that expanded connectivity without robust security could create new vulnerabilities. To address these challenges, Azerbaijan is developing both resilient infrastructure and strong human capital. As part of these efforts, the Azerbaijan Cybersecurity Center has been established to train a new generation of specialists.
During the meeting, the importance of placing the human factor at the center of digital transformation was emphasized. It was noted that digital skills programs, scholarships, and training initiatives implemented in the country enable thousands of young people to prepare for future professions. Digital government platforms and remote identification services simplify access to public services and create new opportunities for women and young entrepreneurs.
It was also noted that Azerbaijan will continue sharing its experience and initiatives with the International Telecommunication Union and its member states to support the development of a safer and more sustainable digital future.
